Implementation Plan
Please find the Implementation Plan (IP) template, as described in Section VIII(c) of BHIN 23-025. Counties must complete an IP and receive written approval from DHCS.
Medi-Cal behavioral health delivery systems in most counties must submit their IPs at least 30 days prior to their proposed launch date, and no later than October 31, 2023.
Medi-Cal behavioral health delivery systems in the counties of Alpine, Amador, Colusa, Del Norte, Glenn, Inyo, Mariposa, Modoc, Mono, Plumas, Sierra, and Trinity must submit their IPs at least 30 days prior to their proposed launch date, and no later than April 30, 2024.
Attestation Letter
Counties that meet specific requirements may submit an Attestation Letter confirming that that they meet requirements for implementing the new Medi-Cal benefit. Click here to review the Attestation Letter. Attestation Letters will be reviewed and approved or not approved by DHCS in writing. All counties, regardless of whether they have an approved Attestation Letter, must complete the Implementation Plan.
Submission Instructions
Please email the completed IP file to mobilecrisisinfo@cars-rp.org with the subject line: “[County/Organization Name] Implementation Plan Submission.” All IP submissions must be submitted as a Word document (.docx). The county will receive a submission confirmation from the M-TAC team.
We can accept email attachments totaling up to 150MB. Depending on attachment filesize limits within your organization, you may need to spread attachments across multiple emails.
If the county needs assistance, thought partnership, or any other support to complete the IP, please contact M-TAC by completing the TA request form.
